The new Technology and Education Center, which the management of the Zlín Region wants to build in the Holešov Zone, will also include a transport and education section.

The area of this Center will be approximately 15 hectares, its basis should be a multifunctional transport facility. According to the conclusions of the conceptual study, it was recommended that a private company become its operator. For that reason, the management of the Zlín region is now looking not only for its potential operator, but also for other investors who would participate in its construction.

"We currently have no similar place in our region that we could use for scientific, research and testing activities. The planned center should provide these activities in the areas of materials research, environmental technologies, socio-economic studies, informatics, engineering fields, robotics or biomechanics. The site has good transport links and there are many companies and institutions in its vicinity that have the potential to use it. The Tomas Bata University in Zlín, for example, has already shown its interest in participating in the project through specific scientific activities," said the Deputy Governor of the Zlín Region, Lubomír Traub, who manages the Holešov industrial zone.

The transport-oriented educational part of the park could serve as an ideal place for training drivers of the Integrated Rescue System, transport companies or logistics companies. Currently, IZS components have to undergo training in other regions, or even in Slovakia, which is not only logistically but also financially demanding. This new circuit should also be open to the public - novice drivers for safe driving training, for children's traffic events or motoring events. It could also be used by car companies to test their vehicles.

The project framework of TVC Holešov was approved by the Council of the Zlín Region already in September 2021. In November of the same year, the Ministry of Industry and Trade granted preliminary approval for the location of TVC in the Holešov zone, with the condition that it will be used significantly for science and research.

The region subsequently commissioned a conceptual study of the center's operation and effective management, financial feasibility and impact analysis of the project. The tender for processing was won by the company ČS & KK – an association of KROKEM and Česká spořitelna, a.s. The conclusions of the study confirmed that the project is technically, procedurally and financially feasible. The operation of the area proved to be economically self-sufficient, without the need for subsidies, with sufficient resources generated for maintenance. A concession contract was identified as the most optimal operating model, where the Zlín Region would remain the owner of the area and its operator would be a private company.

"This is why this spring, based on a selection process, we selected a market research supplier, which became Česká spořitelna, a.s. It will address selected operators as well as potential investors from the Czech Republic and abroad and obtain feedback from them regarding their possible involvement in the preparation of TVC Holešov and finding a long-term financially sustainable solution that will spread the impact of project implementation on the region's budget over several years," said Deputy Governor Lubomír Traub.
